What happens to the Ebay seller who receives payment but does not ship the item?

A friend of mine purchased a laptop for 400.00 through Ebay. He made the payment through paypal.The funds were withdrawn from his account but he never received his laptop. It has been 90 days. What can/will happen to this fraudulent seller and can he get his money back?
