Call your local department and ask them to give you the number to their police auction.

You want to go here:
You have to at least pay $7.95 for a month worth of access, but you can sign up and browse some of it for free.
There are NO legitimate police auction sites that are non-pay. And this one is the number one site nationally.
I have been using them for years.

It depends on your location.
I also know that there are allot of police departments that have made agreements with EBay… I know that Toronto has for sure.
Good luck.

My area does everything through the county. I go to the county web-site and they have their on-line auction listed. Items run for a month and the highest bidder gets it. You can go on a certain day to visually check the item you are interested in. There are a lot of areas out there doing things this way. Just verify ahead of time that the car you are interested in has a clear title. I was bidding on a motorcycle and later found out it was a recovered stolen vehicle with no keys or title.

Check the newspaper, or call the local Police Station.
